(Reuters) ? The Treasury Department will roll out President Barack Obama?s corporate tax reform plan on Wednesday, administration officials said on Tuesday.

The plan will follow such principles as ?fairness? that Obama laid out in his State of the Union address to Congress last month, the officials said.

A package had been expected by the end of February, though most analysts highly doubt that substantive legislation to overhaul the convoluted U.S. tax code could win approval in a deeply divided Congress in an election year.

After the presidential and congressional contests are decided in November, a number of major tax and budget issues will converge on Washington and new momentum for comprehensive tax reform may follow, according to some analysts.

Treasury Secretary Timothy Geithner told a Senate committee last week that ?dozens and dozens? of tax loopholes were being targeted for closure, but that some tax incentives would be kept for ?creating and building stuff in the United States.?

Potomac Research analyst Greg Valliere said: ?Even if Geithner floats something and members of both parties say they?re interested, I simply cannot see a reform bill passing before the election, close to a zero percent chance.?

He added: ?I suppose anything would be possible in a lame-duck session in December, but something this huge and complex will require a thorough vetting, and that could take a year ? or much longer.?

The last major rewrite of the tax code came in 1986 under Republican President Ronald Reagan, who raised corporate taxes.

Republican presidential candidate Mitt Romney on Tuesday called for a flatter, fairer and simpler tax code. He is scheduled to make a major economic speech on Friday in Detroit.

Corporations are clamoring for a cut in corporate taxes from the top rate of 35 percent. That level is one of the world?s highest, though few U.S. corporations actually pay it due to assorted loopholes that make their effective tax rates lower.

Obama last week unveiled a $3.8 billion budget-and-tax proposal that called for aggressive government spending to boost the economy and higher taxes on the rich.

Republican Representative Dave Camp, chairman of the U.S. House of Representatives tax-law writing Ways and Means Committee, wants to slash the top corporate rate to 25 percent.

On Friday, Congress approved extending a payroll tax cut through the end of 2012. Its expiration will coincide with several other fiscal earthquakes: the expirations of individual tax cuts enacted under President George W. Bush, and $1.2 trillion in automatic budget cuts across all government programs imposed as part of last year?s deal to raise the debt ceiling.

Former Players Sue the NFL - Risk Management Monitor

Risk Management, along with numerous other publications, have covered the serious problem of concussions ? and their repercussions ? within the NFL. From the sad stories of Andre Waters, Terry Long and Tom McHale, the bad press surrounding the situation has worsened as science has begun to link frequent, recurring concussions to brain damage.

Many feel the NFL is to blame. Fingers have been pointed and now papers are being served as 11 ex-players filed a class-action lawsuit Friday in federal court in New Orleans. According to the documents, each has developed mental or physical problems from concussions suffered during their professional football careers. As the lawsuit states:

?Wanting their players on the field instead of training tables, and in an attempt to protect a multibillion dollar business, the NFL has purposefully attempted to obfuscate the issue and has repeatedly refuted the connection between concussions and brain injury to the disgust of Congress, which has blasted the NFL?s handling of the issue on multiple occasions.?

And it?s not only the NFL that is being taken to court over these allegations. Helmet maker Riddell was also named as a defendant in the suit. According to a recent report, the company marketed its football helmets as reducing or preventing concussions despite having no scientific or medical evidence to support the claim.

It is certainly easy to put the blame on the league and the maker of helmets worn during play, and in no way should they be considered innocent. But what about personal responsibility? What about risk management for thy self? Football is inherently a dangerous sport to be played at the players own risk. Should others be held fully responsible for a game that has, since the first game was played in 1869, been known to cause various injuries and even death (mostly indirectly)?

It's an interesting time for Chris Brown. With several career highs, which include a Grammy win and performance at the show earlier this month, come several personal lows, including feuds with two other celebrities.

On Tuesday, Brown took to Twitter to address some comments made by WWE wrestler CM Punk in a video he released on TMZ, which itself came in response to an ongoing Twitter feud the guys have been having.

"I'm a lifelong proud, drug-free, straight-edge individual, so Chris and I come from two completely different worlds," Punk said in the video, referring to a previous tweet Brown had posted accusing Punk of taking steroids. "I don't have a manager, I don't have a bodyguard, I don't have an assistant, I have no need for a PR team what to tweet or when to delete tweets, and I don't hit women. Period. In my world women are to be revered and respected and I firmly believe that in this life there are consequences and repercussions for people's actions, and I don't think Chris has paid for what he's done. Picking up trash on the side of a highway does not make amends for repeatedly striking a woman in her face and sending her to hospital.

"So if Chris wants to throw stones my way now, I say that's fine. Let's put some gloves out and get in the ring and I will choke you out and I will make you feel as weak and as powerless and scared and alone as any woman who has had the misfortune of knowing a sad, cowardly, little boy such as yourself. And all proceeds can go to a women's shelter of my choosing ... Chris Brown isn't a man and that's fine. I just know that someday, somewhere, somehow, somebody will put Chris Brown exactly where he belongs and that obviously doesn't have to be me, I would just really like it to be."

After the video was released, Brown responded, "@cmpunk the video u just posted was cute! It's so funny how defensive u are. And the fact that I really don't know who you are and could give a sh-- is the funny part! I miss the real wrestlers! (Hacksaw Jim duggan, Brett the hitman heart, coco beware, rowdy roddy piper) #Notnopunks."

Several tweets later, he brought it back to Punk, but noted that he would no longer be addressing the issue. "Note: today will be the last day I bring @cmpunk existence up! The confrontations that people continuously bring my way are very amusing," he wrote. "Cuz honestly, that sh-- is too time consuming to argue wit every person who has their own issues to deal with!"

It all started on February 20, when Punk tweeted about Brown's 2009 assault of his then-girlfriend Rihanna. From there, the two became involved in a Twitter back-and-forth. Since Brown's last tweet about the video, as of press time, Punk has not tweeted about it again.

This is hardly the first bit of criticism that Brown has received since his Grammy win on February 12. While a number of celebrities tweeted their criticisms of Brown's win and performance that night, country star Miranda Lambert has been the most vocal about it.

Brown responded to her post-Grammy tweets, writing, "Using my name to get publicity? I love it! Perform your heart out! Go buy Miranda Lambert album! So motivational and 'PERFECT'!"

Not only did she tweet about it, but in concert last week Usmagazine.com reported Lambert addressed the issue further, saying, "I just have to speak my mind, because where I come from, beating up on a woman is never OK. So that's why my daddy taught me early on in life how to use a shotgun."
