Filmmaker Spike Lee has a new movie out, Red Hook Summer, about a middle-class black teenager from Atlanta who spends the summer with his grandfather, a no-nonsense preacher in poverty-stricken Brooklyn.? In one pivotal conversation, he and Sister Sharon (Heather Alicia Simms) speak candidly about the pressures on African American parents trying to bring kids up, often alone. Those sequences felt like very personal statements from Spike Lee.

SL: Three out of four African American families are headed by a single mom. That?s 75 percent. And I will put my left hand on 10 Bibles and my right hand to God and say that?s the main correlation to the highest drop-out rate and the highest prison rate, and it manifests itself ultimately with these young brothers killing each other with this insane pathological genocide that?s happening, whether it?s in D.C., New Orleans, Brooklyn, Chicago. It all comes back the fact that ? and I?m not trying to demonize these single moms, they?re doing the best they can, working two or three jobs to keep it together. But these young boys, and young women, with no father in their lives, how can that not affect their relationship with black men? It?s the domino effect.

I feel for these single moms and I feel for the children of single moms because they?re crying out for help and they need their daddy and Daddy ain?t around. Daddy ain?t been around. So where are these daddies? A lot of these guys are locked up or just out on the street. It?s not a good look, okay? All I?m saying. It?s not a good look.

Stars Earn Stripes Op J.W. Cortes Recounts Getting Recognized On The Job By Heroic Samaritan

J. W. Cortes is a tough operative teamed up with Todd Palin on NBC's "Stars Earn Stripes," but this former marine and current New York City MTA Police Department Officer got a taste of what it's like to be famous, and it all happened on Monday as he was responding to an emergency call.

"I get a call over my radio [informing me there was a] police officer that needed assistance," Cortes told Access Hollywood on Tuesday. "Of course, out of the gate, I'm running. You never know what you're gonna get. We just saw what happened at the Empire State Building. Any call can go either way. So, I'm running, literally, across the street and I see a police officer somewhat struggling.

"There [were] two individuals in his close proximity," Cortes continued. "The first person is up against the wall and, of course, I jump in and do what we do to kind of control the situation. There's another person that's standing right next to him, and the first thing out of his mouth was, 'I'm a southern marine sir.' And then all of a sudden he picks up his shirt and he shows me some scars and says, 'This is where the AK-47 round entered my stomach and this, right here, is where the other one went through my wrist."

The Good Samaritan standing in front of him was former marine sergeant Tyler Dodd, who told Cortes he is a two-time Purple Heart recipient and had been stationed in Iraq and Afghanistan.

Dodd had followed a robbery suspect for three city blocks and restrained him until police, including Cortes, arrived.

"And then he turned around and here's where it gets crazy. He says, 'Wait a minute! You're that guy from 'Stars Earn Stripes!' [And I said], 'Listen, this can't be about me. Thank you for recognizing me, but this about you. Thank you for your service,'" Cortes recounted of the words the two men exchanged.

Although his fellow officers on the force now jokingly call him "Officer Hollywood," Cortes is using his newfound fame for good, including hosting a "Stars Earn Stripes" season finale viewing party on Monday for charity.

And on Tuesday morning, Dean Cain told Access Hollywood's Billy Bush for "The Billy Bush" radio show, that he was impressed by Cortes' heroics.

"J.W. is a fantastic guy, maybe the nicest guy on the planet, but if you're breaking the law I don't think he'd be so friendly to you," Cain said.

"I'm glad it was the Good Samaritan who recognized him," he added. "Can you imagine if it was the perp? The bad guy's like, 'Hey hold on, hold on. I like your show, I really like you. Can you let me go?'"

GENEVA (AP) ? The Red Cross plans to resume some of the work that it suspended in Pakistan but on a vastly smaller scale after the killing of a British nurse it employed, officials said Tuesday.

After a major internal review, the Geneva-based International Committee of the Red Cross said it has decided to continue its work in Pakistan but to more than halve its staff, cease visiting detainees and curtail operations that will have major impacts throughout the nation.

Jacques de Maio, the ICRC's head of operations for South Asia, told The Associated Press that his organization will focus almost exclusively on health care for Pakistanis, particularly those severely wounded in fighting.

Though the review was prompted by the April 2012 slaying of Khalil Rasjed Dale in Quetta, Pakistan, it extended to factors that went well beyond safety and looked at whether all of the Red Cross operations could be justified, he said.

As a result, the ICRC plans to reduce its operations from 1,256 staff in 10 offices to about 500 in two offices. Most of the staff are Pakistanis, and the expatriates will be cut from 126 to about 40, said de Maio.

The organization had shut most of its operations due to the killing of Dale, 60, a British Red Cross worker who served as a health program manager. His slaying stunned the organization and its workers. Police said his throat was slit and a note attached to his body said he was killed because no ransom was paid.

"It was a massive blow" to the ICRC, de Maio said.

Dale's dumped body was found beheaded on April 29 close to the southwestern city of Quetta, where the veteran aid worker had been kidnapped in January. No arrests have been made.

Islamist militants, separatist gangs and criminals with links to both have been accused of previous kidnappings in Baluchistan, a poor province close to the Afghanistan border where Pakistan's government has little control.

The ICRC has been helping victims of violence and natural disaster in Pakistan since 1947. De Maio says the capacity of the Red Cross to respond to man-made disasters and displacement of people due to armed violence will be affected. "We are terminating all relief programs in parts of the country which are extremely vulnerable to insecurity from violence but also natural disasters such as floods," he said.

Paul Castella, head of ICRC's delegation in Islamabad, said the organization will continue to work in Pakistan only if conditions are adequate. ICRC will coordinate with Pakistan authorities to reopen its surgical hospital in Peshawar, he said, but the ICRC has decided to keep operations closed in the provinces of Khyber, Pukhtunkhwa and Sindh.

Pakistan's U.N. mission in Geneva had no immediate comment Tuesday.

Another one of the biggest consequences of the Red Cross pullback will be hard to measure.

That involves Red Cross visits to Pakistan's civilian and military facilities, where tens of thousands of detainees are held, among them many Pakistanis and Afghans. The organization's neutrality and its global stature and duty as the arbiter of the rules of war lend it a unique role in the monitoring of prison conditions worldwide.

Among the facilities are an unknown number of Pakistan's "missing" ? people who have been seized by security forces for months or years and are never brought to trial, their families never informed of their fate.

Many of the men are presumed to be suspected Islamist militants, swept up in a post-Sept. 11, 2001, crackdown supported by the United States. Some are alleged to have been killed or tortured in custody.

Former President Pervez Musharraf wrote in his memoir in 2006 that Pakistani security forces had captured 689 terrorists and handed over 369 to the United States. Musharraf, who allied Pakistan with Washington after 2001, said that action earned the country millions of dollars in bounties. Many wound up at the U.S. detention center in Guantanamo Bay, and the Red Cross had contacted the relatives of Pakistanis held at the camp.

If the law of war applied to the conflict, then Southerners could not be criminals; they were enemy soldiers of a foreign state and thus could be detained for the duration of hostilities but not tried or executed.

Thus, for one purpose, the Confederacy was a criminal organization; for another purpose, it was an enemy nation. Lincoln later decided to grant prisoner of war protections to captured enemy soldiers, but only because the South made clear that it would retaliate against captured Union soldiers if the North prosecuted Southerners. Later, after Lincoln?s death, the government again decided to prosecute the leaders of the Confederacy as criminals, but eventually abandoned the effort in response to various political and legal difficulties.

Foreign diplomats enjoyed the sight of our moralistic young nation undergoing linguistic gymnastics in order to claim that right always supported its national interest. But larger issues were at stake, and they are the subject of a new book, John Witt?s Lincoln?s Code. It?s worth revisiting these legal conundrums not only because they?re interesting, but also because they take us back to the origins of a codified law of war, and raise still-pertinent questions about the usefulness of having such laws. The law of war has played a central role in debates about American policies toward al-Qaida under Presidents Bush and Obama, with critics frequently arguing that the U.S. government has violated the law of war or improperly cited it as support for its policies. Witt?s historical account helps explain why both administrations felt it necessary to deviate from a strict interpretation of international law.

The blockade was hardly the only issue where the Lincoln administration found itself in an awkward position with respect to the law of war. The law of war posed problems when it came to emancipation as well. As Lincoln initially acknowledged, freeing the slaves was probably a violation of the law of war. Slaves were property, and while the law of war permitted armies to seize or destroy enemy property for military objectives, emancipation was different because the property it destroyed was not required for the Union war effort. As Lincoln put it 1861, ?If the General needs them [slaves], he can seize them, and use them; but when the need is past, it is not for him to fix their permanent future condition.? Lincoln later shook off these scruples, emancipating the slaves in the Confederacy in 1863.

The other great example of law-of-war violations in the Civil War is Sherman?s march through Georgia. Sherman, with Lincoln?s blessing, ordered his troops to live off the land and destroy everything in their path. The general is often credited with (or blamed for) anticipating the ?total war? of the 20th century, where the goal was not so much to destroy enemy armies as to undermine public morale and hence political support for the war effort by inflicting misery on innocent civilians. The law of war at the time of the Civil War did not embrace this newfangled form of warfare, and it prohibited the targeting of civilians. But Sherman disregarded the law for the sake of winning the conflict.

For many observers, these examples admit of only one conclusion: that Lincoln chose to violate the laws of war when they stood in his way. He did not violate all the rules, but if one gets to pick and choose which rules to obey and which to violate, then the law lacks binding force. The law of war, which at the time was customary rather than embodied in treaties, was not worth the paper it wasn?t written on. Enthusiasts for the way that the Bush administration disregarded or rewrote the law of war to address the threat from Al Qaeda and the Taliban could cite none other than the sainted Lincoln as precedent.

Witt believes that this view is too simple. He agrees that Lincoln did not always follow the rules, yet he regards Lincoln as a pragmatist rather than as a criminal. What?s the difference? Witt points out that Lincoln did much to advance the law of war. In 1863, under Lincoln?s authority, a military theorist named Francis Lieber drafted a code of military conduct that became known among international lawyers as the Lieber Code, though Witt prefers to call it Lincoln?s Code, the title of his book. The Lieber Code codified large swaths of the unwritten customary laws of war and modified them where necessary to serve the Union?s immediate war aims?most notably in provisions that authorized belligerents to emancipate slaves owned by persons in enemy countries and that banned discrimination against soldiers on the basis of race. The code was also notable in its insistence that ?military necessity? trumped (nearly) all of the substantive rules it contained. So although the Code humanely prohibited belligerents from executing POWs, it also grimly permitted them to do so in the service of ?military necessity.? All that was ruled out was private violence or sadistic cruelty.

It is a striking fact that Lincoln promulgated the Lieber Code not just as a purely internal set of rules to maintain discipline within the Union Army, but also asserted that it reflected international law and demanded that Confederate armies comply with it as well. The South naturally cried foul, arguing that the slave emancipation provision had no roots in the traditional law of war and merely served the Union?s military interests. Nonetheless, the code provided a basis for partial cooperation between the North and South. The South rejected some provisions, but where the belligerents agreed?for example, as to provisions relating to the treatment, parole, and exchange of POWs?they cooperated.

The Lieber Code also contributed to the development of the international law of war. Before Lieber, belligerents frequently disagreed over the law of war because no authoritative document embodied it. Scholars sought to codify the law of war in treatises, but they disagreed with each other and the treatises exerted little authority. Lieber, by contrast, presented the traditional law of war?with his own modifications?in a way that gained not only the approval of the United States government, but also the favor of foreign governments, which soon created their own versions of it. Lieber?s Code and its successors influenced the negotiations that produced formal law-of-war treaties at the Hague and Geneva at the end of the 19th century and in the 20th.

Still, how do we reconcile these developments with Lincoln?s picking and choosing among the laws? After all, if Lincoln could choose which laws to obey, why couldn?t future leaders, in the United States and other countries, do the same? The law of war would be an a la carte menu rather than anything like what we mean by ?law.?

LOS ANGELES (AP) ? Hollywood may have run out of summer hits, but an anti-Obama documentary is helping to fill the gap.

Holdover movies easily topped the weekend box office again, led by Sylvester Stallone's "The Expendables 2" at No. 1 for the second-straight weekend with $13.5 million.

The weekend's new wide releases were overshadowed by "2016: Obama's America," which expanded from limited to nationwide release and took in $6.2 million to finish at No. 8.

The documentary is a conservative critique of what the country would look like four years from now if President Barack Obama is re-elected.

Released by Rocky Mountain Pictures, "Obama's America" nearly matched the $6.3 million debut of the No. 7 movie, Joseph Gordon-Levitt's action tale "Premium Rush," a Sony release that played in more than twice as many theaters as the Obama documentary.

The weekend's other new wide releases opened weakly. Dax Shepard and Kristen Bell's road-chase comedy "Hit & Run," released by Open Road Films, debuted at No. 10 with $4.7 million, and the Warner Bros. fright flick "The Apparition" opened at No. 12 with $3 million.

The weak openings are typical of late August, a dumping ground for movies without much audience appeal as the summer blockbuster season winds down and young viewers switch to back-to-school mode.

But with less competition from Hollywood releases, it also opens the door for surprise successes such as "Obama's America."

"It's extremely rare for a documentary to break into the top-10, but August can be a land of opportunity for smaller films," said Paul Dergarabedian, box-office analyst for Hollywood.com. "Also, there's the fact that this is a very conservative film. Normally, it's Michael Moore-branded documentaries, the liberal documentaries that make all the money."

"Obama's America" opened in a handful of theaters in mid-July and did strong business as it gradually widened to more cities. It jumped into the top-10 this weekend as it expanded into 1,091 theaters, leading all other wide releases with an average of $5,717 a cinema.

That's a solid average, especially for a political documentary. But it pales next to the king of political documentaries, Moore's George W. Bush assault "Fahrenheit 9/11," which opened at No. 1 with $23.9 million in June 2004, averaging $27,558 in 868 theaters. "Fahrenheit 9/11" went on to become the top-grossing documentary ever with $119.1 million domestically.

"Obama's America" is based on the book "The Roots of Obama's Rage," written by Dinesh D'Souza, who co-directed the movie with John Sullivan.

The documentary now has climbed to a $9.1 million domestic total, with prospects for strong business as the Republican National Convention unfolds over the next few days.

D'Souza said Sunday that "Obama's America" will expand to more cities in the coming weeks and probably remain in theaters until early October, likely followed by a DVD release in the homestretch leading up to the Nov. 6 election.

Conservatives probably account for most of the documentary's audience so far, D'Souza said. But as with "Fahrenheit 9/11," which drew many conservatives out of curiosity, the attention "Obama's America" now is receiving could prompt left-leaning viewers to check it out, he said.

"What's happening is that people are really hungry for new information about Obama. There really is this sense that he remains an elusive figure," D'Souza said. "Then there's a second sense that the American dream is in the balance, the American dream is at stake, and that gives people a sense of anxiety about where the country is going."

Released by Lionsgate, "The Expendables 2" raised its domestic total to $52.3 million after two weekends.

In limited release, IFC Films' "Sleepwalk with Me" had a huge debut with $77,400 in a single New York City theater. Produced and co-written by Ira Glass of National Public Radio's "This American Life," ''Sleepwalk with Me" stars writer-director Mike Birbiglia in a semi-autobiographical story of a stand-up comic struggling with career and romance, along with bad bouts of sleepwalking.
